Outsiders on the inside: Swiss and Norwegian lessons for the UK

The Norwegian and Swiss relationships association agreements with the EU increasingly frustrate Norwegians, Swiss and the EU itself, so do not provide an attractive template for countries, such as the UK, which question EU membership. Norway's European Economic Area arrangement has emptied the country's political debate of content, while Switzerland’s relationship with the EU has reached an institutional impasse. However, the Eurozone crisis could produce an outer ring of EU states focussed only on the single market in a way that was acceptable to Britain and perhaps attractive to Norway and Switzerland.
